Exemption and waiver from the civic integration requirement: who is eligible?

Not everyone who is required to do civic integration ultimately needs to pass the full exam. There are two routes to get out of (part of) the requirement: exemption and waiver. They sound similar, but they mean something very different.

What is the difference between exemption and waiver?

With exemption, you already meet the civic integration requirement, for example because you have a recognised qualification or have lived and worked in the Netherlands long enough. With waiver, that is not the case: DUO (Education Executive Service) releases you from the requirement because it becomes clear you cannot reasonably pass the exam, for example due to a medical condition.

Exemption via a qualification

If you have a Dutch, Belgian or Surinamese qualification, or an NT2 qualification/certificate, this can provide full or partial exemption from the civic integration requirement. Which qualification leads to which exemption varies per situation, so always have your qualification assessed by DUO instead of assuming you are exempt.

Exemption via long-term residence and work

Even without a qualification, you may be eligible for exemption if you have lived in the Netherlands continuously for at least 10 years, have worked or volunteered for at least 5 years, and speak sufficient Dutch to manage in daily life. For this route, a conversation is needed in which DUO assesses whether you meet these conditions. You don't automatically receive the exemption after 10 years.

Waiver due to illness or disability

If you cannot reasonably pass the exam due to a physical or mental condition, even with extra time or adjustments, you can apply for a medical waiver. DUO will assess this on an individual basis, based on medical evidence.

How do you apply at DUO?

You apply for both exemption and waiver at DUO. Don't assume you are automatically eligible: apply actively and let DUO assess whether your situation meets the criteria, preferably well before your civic integration deadline expires.
